Balanced Regional Development and the Role of Tertiary Education in Korea

1. Background Information
Korea has been successful in industrialization by means of the government-led development policies for the last decades. Its rapid economic growth, however, accompanied an accelerated centralization in Seoul, which resulted in deepening the social, economic, cultural disparities between the Seoul metropolitan area and the rest of the country. Recognizing that such a regional gap may be detrimental to national competitiveness and social cohesion, the President Roh¢®?s administration has given priority to a more balanced national development. For this purpose, the government launched the Presidential Committee on Balanced National Development in April, 2003, and plans to provide additional budgetary assistance to local universities with recognition of their role for regional development in the incoming years.

It has been increasingly clear that the success of a balanced national development strategy relies on whether the key stakeholders, such as local universities, business firms, local governments and communities, can establish an effective partnership for the benefit of their community. This challenge asks us to explore most viable directions as to what each stakeholder, esp. local universities should do and how it should be done, and what options the government has for regional development in Korea. To take stock of international experience in this area, Korean Educational Development Institute (KEDI) with the sponsorship of the Government of Korea will organize the International Seminar, ¢®¡ÆBalanced Regional Development and the Role of Tertiary Education in Korea¢®¡¾ in Pohang, Korea between February 23-26, 2004. The Seminar will be co-sponsored by the World Bank, Korean Ministry of Education and Human Resources Development, and Handong Global University.

2. Objectives
The objectives of this international seminar are to:
To review the current state of regional disparity as well as current national policy initiatives to reduce the disparity
To examine the current state of local universities with regard to their role for regional development in Korea
To sensitize policy community as well as key stakeholders (universities, business firms, local governments/communities) on the global trends of regional development, policy issues and cases from around the world
To fertilize/enrich policy debate by bringing in world-class expertise on the issues and develop a knowledge network for future policy consultations/research collaboration
The seminar will center around three major themes: 1) industry-university partnership; 2) business incubation and spin-off of knowledge and 3) the role of government (implications for financing and governance of local universities).
